Education

Japan’s educational system is based on compulsory education of 6 years of primary school and 3 years of junior high school. From there you have the choice to go on to high school, which can then be followed by 2 year junior college or 4 year university courses.
The academic year is from April until March. First term is from April until July, second term is from September until December, and third term lasts from January until March, with summer, winter, and spring holidays at the end of each term.
In Kochi there are national, prefectural, municipal, and private schools, but there are no schools which cater specifically to foreigners or the children of those returning from overseas who are not proficient in Japanese. All classes are given in Japanese. 

Child Care Centers/ Kindergartens

Child Care Centers

Before entering primary school, a child can go to kindergarten, or if both of the parents are working, can enter a child care center operating as a child welfare facility.
In Kochi City there are 29 public and 59 private child core centers. These centers take care of children up to school age whose parents are both working or are unable to take care of their children during the day due to illness.
Public child care centers are operated from 0830 am to 0430 pm, but it is possible to extend this time in the case of other considerations such as parents working hours. Child care fees for the period of April through June are determined by the household income tax and resident’s tax amounts of two years prior. Child care fees for the period of July through the following March are determined by the household income
　tax and resident’s tax of the previous year.

Kindergartens

Kindergartens educate children from 3 years of age until they enter elementary school. In Kochi City there is 1 national, 1 municipal and 20 privately run kindergartens. Hours vary depending on the kindergarten, but classes generally last for about 4 hours a day.

Kindergarten Attendance Subsidy

Families living in Kochi City who send their children to private kindergartens between ages 3-5, and who have high child care costs, may be eligible through this system for fee remittance. For consultation:

Elementary / Junior High School

Entering Elementary School

Children who have turned 6 years old before April 1st of a year are able to attend elementary school from April. When their children have reached school age, families who have residence registration in Kochi City will be sent a letter to confirm their intention to send their children to school. Upon confirmation, a notice informing the family of enrollment will be sent by mail. Children will enter school in the same district as their registered address.
Tuition and text books are free, but school lunches and educational supplies must be paid for. If you wish to enroll your children in school in the middle of the school year, please apply at the School Education Division.

Entering Junior High School

Families who have residence registration in Kochi City will be sent a letter to confirm their intentions to send their children on to junior high school when their children are scheduled to graduate from an elementary school, and a notice informing the family of enrollment will be sent by mail. Children will enter school in the same district as their registered address. If you won't enroll your children junior high school, please inform the School Education Division.
Tuition and text books are free, but school lunches and educational supplies must be paid for. If you wish to enroll your children in school in the middle of the school year, please apply at the School Education Division.

Changing Schools

When changing schools, please obtain the necessary forms from the school at which your child has been enrolled until the change. Once your change of address has been finalized by the Central Customer Service Center, take the forms received at your previous school to your child’s new school to complete the registration process.

保育所（園）／幼稚園

保育所（園）

小学校入学前の子どもは，幼稚園に行くか，または，両親が共働きである場合などには児童福祉施設である保育園に入ることができます。

　高知市には，公立29か所，私立59か所の保育所があります。保育所は，両親が共働きや病気などのため日中家庭での養育が困難な場合，小学校入学前の子どもを預かり，保育する施設です。

　公立保育所の保育時間は，原則午前8時30分から午後４時30分までですが，両親の勤務時間の都合などで時間を延長することはできます。保育料は，４月から６月分は各世帯の前々年分の所得税額の合算額，又は前々年度の市民税の課税状況を基に決定し，７月から翌年の３月分は各世帯の前年分の所得税額の合算額，又は前年度の市民税の課税状況を基に決定します。

幼稚園

　幼稚園は，3歳から小学校入学前までの子どもの教育のための施設です。高知市には，国立1か所，市立1か所，私立20か所の幼稚園があります。保育時間は幼稚園ごとに違いますが，通常1日4時間程度です。

幼稚園就園奨励費

　3歳から5歳までの子どもを私立幼稚園に通園させている高知市在住の家庭で，保育料などの支払いについて経済的負担が大きい場合，保育料などを減免する制度です。

小学校への入学

　小学校には，その年の4月1日前に満6歳になっている子どもが入学します。

　高知市に住民登録をしている家庭で，子どもが入学年齢になると，子どもを入学させるかどうかを確認する内容の書類が市から送られ，入学の意志を確認した上で入学通知書が郵送されます。入学する学校は登録している住所によって決まっています。

転校

　学校を変わる時は，それまで通っていた学校で必要書類を受け取ってください。

　まず中央窓口センターで住所変更を済ませ，交付された入学通知書と前の学校で受け取った書類を持って，新しい学校で手続きをすれば完了です。
